The National Planning Commission (NPC) disclosed this in a recent fiscal analysis related to Malawi 2063. The commission has since challenged policymakers and industry players to handle this as an opportunity for import substitution. The seed industry, according to the NPC analysis on budget alignment to medium and long-term development plans, is an industrial policy lever that can support value chain development across the sector. "With annual seed imports reportedly over $100 million as of 2024, domestic seed system development represents both a balance of payments intervention and an industrial policy lever for stimulating upstream agro-processing and input manufacturing, creating jobs in the process," the report reads. In an interview, Minister of Agriculture, Irrigation and Water Development Roza Fatchi Mbilizi said the government was devoted to ensuring the agriculture sector revitilisation. "We will soon present these value chain opportunities to banks, investors and other stakeholders at a symposium to encourage their development," Mbilizi said. She, however, admitted that the country has been slacking, leaving the mainstay sector of the economy largely informal and lacking structured markets. Meanwhile, the government banned seed imports starting this year. However, but the question remains on the readiness of the local seed industry to meet demand, as maize seed alone is estimated at over 40,000 metric tons, albeit at a very low adoption rate. Tobacco companies have already challenged the position, saying tusing their existing production systems and farmland in the hands of their farmers, they present an opportunity to produce cash crops parallel to tobacco and contribute to broader agricultural commercialization.
